In the Kingdom of Saudi Arabia, the agricultural, environmental, and water sectors represent vital national infrastructure supporting hundreds of thousands of farmers, livestock breeders, and commercial enterprises. With rapid expansion in digital portals, the Ministry experienced substantial operational pressure on telephone support centers, especially during seasonal subsidy rounds, water well permit cycles, and environmental compliance audits. Extended hold times presented a genuine hurdle to meeting national standards for constituent digital experience.
In close collaboration with our engineering team, the Ministry designed and launched an intelligent conversational architecture built upon enterprise language models tailored for government services. The platform was trained on thousands of official ministerial decrees, regulatory frameworks, and procedural handbooks, linking inquiries directly to the core citizen registry and enabling real-time status verification for agricultural rights and permit workflows.
eChat was deployed as the primary conversational touchpoint across official WhatsApp Business channels and the unified ministerial portal. The engine delivered native Saudi dialect comprehension across regional governorates, welcoming voice notes from rural constituents who prefer spoken Arabic over typed digital forms. Incoming voice notes were accurately transcribed, classified by operational intent, and answered with contextual guidance in both voice and text formats.
The implementation relied on the Unified Inbox to manage edge cases and complex policy inquiries. Non-routine requests were automatically routed to designated subject-matter officers alongside pre-filled response drafts and structured conversation summaries. Operational supervisors gained live visibility into SLA compliance, queue resolution speeds, and constituent feedback indicators without administrative friction.
The operational transformation produced decisive gains across all key delivery benchmarks. Routine call volume dropped dramatically, while round-the-clock service availability eliminated queuing barriers for rural communities. Agricultural producers can now verify subsidies and inspect permit statuses within seconds through conversational interactions, strengthening civic trust and cementing the Ministry's leadership in digital public service delivery.
